◆ 歐洲鐵路行業協會（UNIFE）

UNIFE, the Association of the European Rail Supply Industry, was created by a merger of three preceding organisations: AICMR (Association Internationale des Constructeurs de Matérial Roulant), AFEDEF (Association des Fabricants Européens d’Equipements Ferroviaires), and CELTE (Constructeurs Européens des Locomotives Thermiques et Electriques). These associations were all based in France.

Anticipating the creation of the European Single Market in 1993, the rail sector recognised the urgent need to engage in transport-related discussions at the new European level. The three associations decided to unite in 1991 as UNIFE and relocated to Brussels the following year.

Today, UNIFE represents more than 100 European companies active in the design, manufacture, maintenance and refurbishment of rail transport systems, subsystems and related equipment such as rolling stock, infrastructure and signalling. UNIFE also has a number of Associate Members, including the national railway industry associations of 12 European countries.

◆ EN45545防火檢測報告&供應商管理 

燃燒與有害物質都是產品的一種固有屬性，其管控涉及兩個重要的環節，一是管控標準的識別和要求制定，二是將管控要求遞給供應商，實施源頭管理，降低風險。對于軌道交通車輛來說，其應用材料種類繁多，數量龐大，供應商管理難度非常大。綜合成本及難度，宜采用防火檢測報告、符合性聲明及供應商審核相結合的方式對不同的供應商進行分級管理。

值得一提的是，歐洲鐵路行業協會(簡稱UNIFE)下屬的消防安全專題小組，一直密切關注并協助逐步推進有關鐵路車輛防火的EN 45545系列的實施。他們開發了FCIL（fire certificate inventory list防火證書清單）模板和供應商防火安全聲明模板，在材料與部件防火安全管控方面得到廣泛應用。目前歐盟鐵路互聯互通技術規范認證過程中也基本采用上述模板進行相應的信息審核。該清單包含了車輛生產相關的基本信息、材料部件信息、分類規則、測試信息、符合性評估規則等等，填寫過程中需要依據車輛物料清單逐級逐項分解，以對標到EN 45545的標準要求中。通常，供應商提交的報告或證書原則上有效期為5年(自簽發日起)，如果產品能確保產品特性長期保持，有效期可延長5年。
